It's distracting, it makes it hard for other students to hear what is going on, and it creates a lot of noise if everyone is calling out, etc.

being respectful, raising your hand, following directions, completing your work, etc.
What are the rules with the fidgets?
You can use one fidget at a time. If you are distracted by the fidgets, you get one chance to use them correctly or they get taken away.
When you come into class, what can you switch out without having to ask?
Your chair
If you are using a special chair or seat cushion, what is the expectation before you head back to your homeroom?
You put the special chair or cushion away and grab your regular desk chair.

No, school rules and home rules are different most of the time.

You get a reminder of the expected words to be used.
What happens if you keep swearing?
Don't earn DOJO points, don't earn a break, family will be emailed, possibly get sent to the principal's office,
