I was passed with a vote and Nebraska became the 37th state in the U.S. on March 1, 1867. Today, I'm celebrated every year on March 1st.

I am a written plan of government. For Nebraska to become a state, the people had to first create me; I am a set of laws.

I am a city where government offices are located. I am currently Lincoln, NE, but I used to be Omaha, NE when Nebraska was a territory.

I am a gift given for the purpose of influencing a decision or judgment. Ice cream was considered one of me when deciding a capital city.
Amendment
I am an official law or rule that is added to a legal document. I am a change added to government documents (such as a the constitution).
